			<content:encoded><![CDATA[<p>MADISON — State regulators approved plans Thursday for a $202 million power line that will run for dozens of miles through western Wisconsin&#8217;s bluff and river country, despite concerns the line is unnecessary, too costly and would mar the pristine scenery.</p>
<p>Northern States Power Company, Dairyland Power Cooperative and WPPI Energy have been working to win the Public Service Commission&#8217;s approval for the joint project since 2008. They maintain the line will help meet rising demand for power in western Wisconsin. The three-person Public Service Commission unanimously approved the line during a meeting Thursday morning in Madison.</p>

			<content:encoded><![CDATA[<p>(UNDATED) Opponents of major energy transmission line projects in the La Crosse area say if they can stop one project, they can stop both.</p>
<p>American Transmission Company recently narrowed down the prospective routes for the Badger-Coulee line, which would run 150 foot high power lines from La Crosse to Madison.</p>
<p>Opponents are not only against this project, but also want to stop the CapX2020 transmission line, which runs from the Dakotas and possibly to Wisconsin. Both lines would connect in La Crosse.</p>
<p>The Public Service Commission of Wisconsin is expected to decide on CapX in June. ATC has yet to apply to the PSC for the Badger-Coulee line.</p>
<p>Citizens Energy Task Force&#8217;s Irv Balto says ATC&#8217;s project will not happen if CapX is rejected by the PSC. That&#8217;s because the increased kilovolt load would have to connect to smaller lines, &#8220;They have to hook up with this major power source, there isn&#8217;t another 345 kV coming into the La Crosse area and they want to hook up into north of La Crosse here and have this line.&#8221;</p>
<p>ATC Local Relations manager Sarah Justus says if CapX is not approved, they would have to reevaluate the Badger Coulee line, &#8220;There could be a number of solutions, we&#8217;d really have to take a look at what were the specific issues with the CapX2020 project and what our options might be.&#8221;</p>
<p>If the PSC approves the CapX2020 project, the PSC will choose the route the lines take. That will determine where the Badger-Coulee line could begin.</p>

			<content:encoded><![CDATA[<p>ONALASKA, Wisconsin (WXOW) – It would cost $425-million, paid for by Wisconsinites through a roughly one percent increase in their electricity rates.</p>
<p>American Transmission Company wants to build 345 kilovolt transmission line through Western Wisconsin, saying there is need for more energy here. &#8220;Right now the power is running on smaller lines,&#8221; says Sarah Justus, a local relations manager at ATC. &#8220;Trying to move power through those lines can cause congestion, which means you&#8217;re moving power through lines too small to handle the volume,&#8221; she adds. &#8220;That leads to your power outages, and those lines overloading.&#8221;</p>
<p>There are currently a number of routes the Badger Coulee Transmission line could take.</p>
<p>Tuesday, ATC held an open house to gauge input from the public regarding which route(s) would be best.<br />
The company eventually has to submit an application to Wisconsin&#8217;s Public Service Commission in 2013. The PSC has the final say on whether the line gets built. Justus says the line would also connect La Crosse with renewable energy resources to the west.</p>
<p>&#8220;While we do have wind resources here in Wisconsin, they&#8217;re much more prevalent in Minnesota, North Dakota and South Dakota. So there&#8217;s a missing piece of how you bring that power to where the people are, here,&#8221; Justus says.</p>
<p>But protesters outside Tuesday&#8217;s event paint a different picture.</p>
<p>&#8220;This is about moving energy from dirty coal from the Dakotas,&#8221; says Irving Balto, one of the protesters. &#8220;It&#8217;s about making money.&#8221;</p>

<p>American Transmission Co. on Tuesday unveiled preliminary route alternatives for the proposed 345-kilovolt Badger Coulee line that would connect the Madison area with CapX2020, another proposed high-voltage line from the Twin Cities.</p>
<p>Several Vernon County routes are now considered inactive.<br />
Five primary routes remain under consideration: two travel through the Holmen/Onalaska area, traversing La Crosse and Monroe counties; three run through Trempealeau and Jackson counties.</p>

			<content:encoded><![CDATA[<p>MADISON, Wis. – American Transmission Co. is continuing a multi-year public outreach process for the proposed Badger Coulee Transmission Line Project with the third in a series of public open houses presenting preliminary routes for the proposed 150- to 170-mile, 345-kilovolt line from north of the La Crosse area to northern Dane County. Approximately 9,000 potentially affected landowners, public officials and other stakeholders will receive invitations in the mail this week.  </p>
<p>&#8220;The open house format allows people the flexibility to drop in at any time and discuss the project,” said Justus. “There will be representatives from a variety of areas, including transmission planning, engineering, real estate, environmental and construction.” The public is invited to attend any of the following open houses: </p>
<p>April 17, Stoney Creek Inn and Conference Center, Onalaska<br />
April 18, Ettrick Elementary School, Ettrick<br />
April 19, Three Bears Lodge, Warrens<br />
April 24, Waunakee Village Center, Waunakee<br />
April 25, Wintergreen Resort &amp; Conference Center, Wisconsin Dells<br />
April 26, Norwalk Community Center, Norwalk</p>
<p>Open houses at all locations run from 1 to 7 p.m. </p>
